In Arabic-speaking cultures to be friendly and polite . We say :
1- "لو سمحت " , " المعذرة "
Is used when you want to ask for something from
Someone, or want someone to
do something for you.
For example:
If you wanted your friend give an Eraser, you ought to tell her:
لو سمحت , هل تستطيعين إعطائي الممحاة ؟ 2-
"شكراً لك " .
is used when someone does something for you, gives you something, or says something nice to you.
For example:
If your friend to say for you " You are beautiful today " .you say to her "شكراً لك "

As for you second question, you got it right! That is called a flap in phonetics. It is usually said when a person is talking fast.
